Meilir joined Burroughs in Spring 2026 as an Associate Cost Consultant, bringing extensive experience from a hands-on construction background. He began his career as a Site Engineer and progressed to the role of Senior Estimator, gaining a comprehensive understanding of both site operations and pre-construction commercial management. Throughout his career, he has been involved in the delivery of major highways, infrastructure, concrete structures, and railway projects, developing strong technical and commercial expertise across a range of complex schemes.

Meilir is a Chartered Engineer and holds an MEng in Civil Engineering from Cardiff University, graduating in 2008. His combination of academic knowledge, professional accreditation, and practical delivery experience enables him to provide clear, pragmatic cost advice grounded in real-world construction expertise. He supports clients across all stages of the project lifecycle, including cost planning, procurement, and commercial management. His contractor-side experience provides valuable insight into buildability, risk management, and value engineering, helping to deliver efficient and commercially successful outcomes.
