To meet the UK Department for Transport’s (DfT) mandate for UK-wide security upgrades Cardiff Airport appointed Burroughs to manage the implementation of Explosive Detection Systems for Cabin Baggage (EDSCB) standard C3 machines.
Burroughs acted as Project Manager, Structural Engineer, NEC Supervisor and Contract Administrator for the project.
The project’s extensive scope was addressed through three distinct workstreams, each tailored to specific aspects of Cardiff Airport’s Next Generation Security Checkpoint transformation.
Workstream 1 focused on the removal of Asbestos Containing Materials (ACMs) and extensive mechanical and electrical removals across the ground, first, and second floors of the departure terminal. This workstream also involved significant demolitions, including partition walls, a café, lift shaft, and staircase. To enhance staff and passenger circulation, Burroughs designed and oversaw the construction of a new staircase along with creation of a corridor through an existing plantroom to facilitate lift access to the second floor.
In Workstream 2, the project’s security infrastructure has undergone a comprehensive upgrade. This includes the installation of four EDSCB C3 machines, meeting regulatory standards. The new security checkpoint is equipped with boarding pass gates, automated tray return systems, body scanners, and associated software. This workstream also included the removal of the existing security equipment upon commissioning of the new security checkpoint.
Workstream 3 included essential enhancements to the departure terminal’s infrastructure. Burroughs, along with the mechanical and electrical (M&E) engineer oversaw the replacement of the heating, ventilation and cooling system, low voltage electrical distribution, lighting, CCTV, and fire detection systems within the new security checkpoint and surrounding areas. New security rooms were also constructed to serve the modernised security checkpoint. The finishing touches, comprising floor, wall, and ceiling finishes, and the installation of associated furniture, complete the improvements to the security checkpoint and its adjacent spaces.
Burroughs’ responsibilities included overseeing the design development through meticulous co-ordination of design meetings and workshops, collaborating closely with the Client, architect, M&E engineer, and contractors. Burroughs led the procurement of both the building works contractors and the new security equipment. Throughout the construction phase Burroughs acted as contract administrator to the various construction contracts, ensuring commercial, change control and programme matters were managed proactively.
Additionally, we took charge of preparing and maintaining the overall project programme, documenting progress meetings throughout the design and construction phases. As the central interface among all project stakeholders Burroughs facilitated seamless communication, ensuring the project’s alignment with diverse objectives.
From understanding complex client requirements and efficient procurement of multiple workstreams to maintaining airport operations and accommodating critical embargo periods, Burroughs demonstrate adaptability and adept project management responding swiftly to evolving project requirements.
Cardiff Airport’s new Security Checkpoint went live in December 2024.
