Bro Tathan Economic Development Programme

PROJECT SCOPE

Since 2019, Burroughs has been providing project and cost management services along with civil and structural engineering support to the Welsh Government for the Bro Tathan Economic Development Programme. Part of the Cardiff Airport and St Athan Economic Zone, the project will deliver a 1,200-acre aviation and technology-focused business park with an operational 1,800m runway and full airside support.

As Programme Manager, Burroughs’ focus is on making the site development-ready. This includes ensuring utility provision, clearing the site, and addressing any existing contamination to attract investment, create employment zones, and support economic growth in the region.

Appointed under the South East Wales Technical and Professional Services (SEWTAPS) Framework, Burroughs leads a team of consultants to manage the long-term financial plans, support funding applications, offer technical advice, and plan construction work up to 2030 to align with public spending priorities.

The development areas include:

Y Porth

The strategic gateway to the site offering serviced plots for mixed uses: offices, headquarters, showrooms, retail, and leisure.

Bro Tathan West

Over 400,000 sq ft of new, flexible hangar space and infrastructure available as serviced plots or on a design and build basis.

Bro Tathan East

130-acre redevelopment site for large-scale investments or smaller manufacturing/ R&D operations with design and build packages.

Bro Tathan South

Light aircraft and rotary operations zone with runway access and airside support as well as space for office, industrial, and aviation use with independent access.

Bro Tathan North

Existing industrial facilities and opportunities for new office, industrial, and logistics development with direct vehicular access.
